Cicilline amends bill to help businesses

A $662-million defense bill passed by Congress this month includes an amendment offered by Rep. David N. Cicilline intended to boost U.S. manufacturing. Among many items in the bill is a provision extending the Small Business Research and Small Business Technology Transfer programs, which are aimed at increasing the participation of small businesses in federal research and development projects with commercial potential.
